A successful, 'learning' small holder plantation sector is a vital employer of PNG youth

Papua New Guinea - Bob Macadam

Bob Macadam is leading a $350,000 'Learning and Leadership Development Program' for the PNG Oil Palm Industry Corporation (OPIC). The Corporation provides the extension service for the 12,000 smallholder farmers of oil palm and is largely funded by them through a production levy. The Program began in 1997. It is into its fifth and final module and is playing a significant part in transforming OPIC into a 'learning organization' whose staff are willing and able to empower members of the small holder farming community to better manage their own affairs. Bob says it is the most successful and rewarding project he has worked on and puts this down to the enthusiasm of the 110 participants, and the leadership of CEO Mr Felix Bakani. Program facilitators so far include Bob, Bruce McKenzie, Don Lundie-Jenkins, Elwin Turnbull, Gary Wallace, Ken Langford, Sharan KC, Roger Roberts, Dennis Lambourne and Gordon Temple. The European Union is funding the project.

Bob met with senior managers of the PNG Coffee Industry Corporation in Goroka in early March and expects that CIC will embark on a similar program during 1999. He believes the two programs will provide a critical mass that will lead a transformation of agricultural extension in PNG from a production to a systemic development orientation.
